In reaction to progressively stricter=20 international environmental protection = restrictions on=20 the use of chemical products and in an attempt = to=20 enhance controls in the use of various chemicals = in the=20 manufacturing of products, especially those = deemed as=20 hazardous, Acer is offering systematic = management=20 controls to ensure each supplier is able to meet = requirements. Acer is strongly committed to the=20 protection of human health and the conservation = of the=20 environment. Hence, Acer upholds a cautious = attitude=20 regarding the use of chemical substances in its=20 products, As to uphold the spirit of the = precautionary=20 principle, we abide by all regulatory standards=20 concerning particular chemical substances and = demand our=20 suppliers to follow the =93Guidance of = Restricted=20 Substances in Products=94 established by Acer on = application on the limited or gradually banned = hazardous=20 chemical substances.
 
Acer defines = a=20 "hazardous chemical substance" as one that is=20 persistent, bio-accumulative, toxic, = carcinogenic, or=20 mutagenic, reproduces toxicity or causes = environmental=20 hormone disruption.

Precautionary Principle

We adopt the principle of early=20 prevention, assessing all potential hazards and = chemical=20 substances that may impact the environment.

  • Acer strictly forbids continued use of = substances=20 that have been confirmed by authorized = appraisal=20 agencies to cause irreversible damage to the = ecosystem=20 or human health.=20
  • If current scientific technology is unable = to=20 confirm certain substances to cause = irreversible=20 effects, Acer proactively assesses whether it = should=20 continue using such substances.=20
  • If there is a suitable and safe substitute = substance available, Acer will opt to use the=20 substitute. Before such a suitable and safe = material=20 is available, Acer will actively strive to = research=20 and develop suitable and safe substitutes.=20
  • In the case of a dispute, Acer takes=20 responsibility by proactively gathering and = providing=20 related proof

Response to the European Union RoHS = Directive=20

Since the European Union=92s (EU) = promulgation of the=20 RoHS Directive, Acer has established a Global=20 Environmental Safety Team to focus on related = concerns.=20 The primary tasks of this organization are to = stay=20 abreast of related regulations and information = in each=20 EU nation, and to establish an Environmental = Safety Team=20 at Acer=92s Taiwan headquarters. This team is = responsible=20 for providing guidance, inventorying raw = materials used=20 in manufacture, switching to alternative = materials, and=20 verifying their effectiveness for each product = line and=20 each supplier of principal components. After a = year of=20 devoted efforts, on 1 July 2006 all of Acer=92s = products=20 have been RoHS compliant.

Supply Chain=20 Management

Acer=92s management = of=20 suppliers=92 use of hazardous chemical = substances can=20 essentially be divided into three systems: = Environmental=20 Standard Requirements, Qualified Product = Assurance (QPA)=20 and Compliance Assurance System (CAS). This dual = stage=20 management framework guarantees product quality = and=20 ensures the restricted use or elimination of = hazardous=20 chemical = substances.

Environmental=20 Standard Requirements

Acer=20 environmental standard requirements include: = Eco-product=20 requirements, Guidance of Restricted Substances = in=20 Products and a Green BOM list. Acer provides = these three=20 documents to suppliers and requests compliance = with=20 related standards.=20

  • Eco Product = Requirement
    All of=20 Acer's suppliers should meet the requirements = put=20 forward by Acer. The requirement covers = aspects such=20 as energy saving, easy recycling, low = toxicity,=20 battery usage, materials labeling, and = packaging=20 materials. Additionally, suppliers must = provide Acer=20 with related product environmental data, which = will be=20 regularly compiled and issued by Acer.=20
  • Guidance of Restricted Substances = in=20 Products
  • In order to better comply with stricter=20 international environmental regulations = regarding the=20 use of chemical products and to more = conscientiously=20 control the use of chemical materials in the=20 manufacture of company products, Acer compiled = a new=20 =93Guidance of Restricted Substances in = Products=94 at the=20 end of 2006. The guidance divides chemical = materials=20 into three categories: prohibited materials, = current=20 restricted materials and future restricted = materials.=20 Future restricted materials are further = divided into=20 two more categories: those having an = established=20 schedule for restricted use and those = currently under=20 evaluation for restricted use. Materials under = evaluation for future restricted use are = handled based=20 on prevention principles. They are placed on a = future=20 restricted material list for review from which = a=20 schedule is then drawn up for phasing out = their use.=20 The execution of the schedule then proceeds = with=20 verification, technological analysis and = substitute=20 material testing according to the HSF plan. = Testing is=20 conducted to determine whether any substitute=20 technology will influence the quality, safety = and=20 reliability of finished products as well as to = determine any possible adverse affects on = human health=20 or the environment.=20

  • Green BOM

The scope of = these=20 inspections include article 5.1 of the = guidance=20 concerning =91prohibited materials=92 and = article 5.2=20 concerning =91currently restricted = materials.=92 The=20 results of the inspections should be recorded = on the=20 Green BOM, showing the ratio of hazardous = chemical=20 material contained in each part before = submitting the=20 list to Acer. Submitting the Green BOM list is = a=20 preliminary step to determine whether = suppliers are=20 carrying out the stipulations in the = =93Guidance of=20 Restricted Substances in Products.=94 =

Qualified Product Assurance=20 (QPA)

It is to ensure that = primary=20 component suppliers have the capacity to provide = equivalent quality products based on Acer=92s = new=20 environmental protection standards. Currently, = all of=20 Acer=92s suppliers and major component suppliers = have=20 completed this first phase of assurance and are = already=20 supplying products that comply with Acer=92s = environmental=20 protection standards.

Compliance Assurance System=20 (CAS)

After implementing the = product=20 Qualified Product Assurance (QPA) phase, Acer = then=20 focuses on the CAS of its suppliers, because we = believe=20 that suppliers can effectively minimize risks = with a=20 quality management system. There are two levels = in this=20 managerial approach:=20

  • Product Testing and=20 Sampling
    Each supplier must submit = an=20 appropriate product test report in order to=20 demonstrate compliance with the =93Guidance of = Restricted Substances in Products.=94 = Additionally, we=20 carry out sampling test plan on any dubious = product in=20 order to ensure Acer products adhere to our = pledge to=20 meet environmental protection standards.=20
  • Onsite Audits
    The = scope of=20 these audits includes both system and = manufacturing.=20 System audits comprise execution conditions = and=20 results. Our suppliers=92 management systems = and=20 inspection of the manufacturing processes = continuously=20 ensure that production complies with Acer=92s=20 environmental protection standards quantity = and=20 quality requirements. Acer has a regular = inspection=20 plan with suppliers in order to enhance = evaluations=20 for the suitability of chemical component use = in=20 products. Acer=92s prevention principles behoove us to = assess any=20 potentially hazardous or chemical substance that = may=20 have a negative impact on the environment. Thus, = Acer is=20 committed to eliminating the use of hazardous = chemical=20 substances listed in OSPAR Plus. At the present = stage,=20 PVC and BFRs are priority hazardous chemical = substances=20 chosen for gradual elimination. 3. Restricted substances in = future:=20 The regulated substances in all future products = shall=20 confine within legal limits.

Based on Acer=92s preventive principles, = aside from=20 currently banned or limited materials, there are = still=20 many chemical substances in use whose affects on = the=20 environment are still unknown. Along these = lines, Acer=20 will continue to adhere to international = controls on use=20 of hazardous chemical substances. These include=20 agreements such as the fifteen-nation Oslo-Paris = Commission (OSPAR), the Stockholm Convention on=20 Persistent Organic Pollutants (POPs), the = European Union=20 Registration, Evaluation and Authorization of = Chemicals=20 (REACH), the United States Environmental = Protection=20 Agency=92s Electronic Product Environmental = Assessment=20 Tool (EPEAT) and the Joint Industry Guide = (JIG).

Moreover, Acer will continue to contact with = major=20 environmental groups that are concerned about = the use of=20 hazardous chemical substances in business. These = include=20 Greenpeace, the U.S. Silicon Valley Toxics = Coalition=20 (SVTC) as well as other such organizations and=20 businesses that deal with the handling of = discarded=20 high-tech information products. These = organizations=20 offer the latest information on hazardous = chemicals that=20 can help Acer ascertain what substances should = have=20 restricted use in the future. The screening = principles=20 Acer will adhere to in restricting the use of = chemical=20 substances include:

  • Substances shown to aversely affect the=20 environment, user health or safety=20
  • Substances possibly requiring hazardous = waste=20 management measures=20
  • Substances for which the process of = handling its=20 discarded products has a severely negative = affect on=20 the environment=20
  • Substances confirmed to have been used in = an=20 information technology product

Initial selection of substances for = restricted use in=20 the future will be based on the following = evaluation=20 points:

  • Technical feasibility=20
  • The affect the restricted use or banned = substance=20 has on product quality and safety=20
  • Any negative affect substitute technology = would=20 have on the environment

Moreover, in coordination with suppliers, = Acer will=20 conduct tests on substitute materials and when = it is=20 determined that any substitute technology will = neither=20 affect product quality, safety, reliability nor = harm=20 user health or increase environmental burden, = then a=20 clear timetable will be established for the = phasing out=20 restricted use or banned substances. Acer is = committed=20 to working with all involved in progressively = urging=20 suppliers to implement the use of more=20 environmentally-friendly substitute technologies = in=20 products so as to reach the objective of phasing = out=20 restricted use and banned substances.

In the present stage, Acer has already = adopted a=20 limited timetable for future limited use = substances such=20 as brominated flame retardants (BRFs), polyvinal = chloride (PVC) and phthalates. In accordance = with=20 Greenpeace suggestions, we are also adopting = screening=20 principles and focal assessments in researching = and=20 testing substitute substances with suppliers. We = are=20 also setting clear timetables to phase out = restricted=20 use and banned substances. Substances currently = under=20 assessment for future restricted use include = antimony,=20 arsenic, beryllium, bismuth and selenium. As = these=20 substances adhere to the above-mentioned = screening=20 principles, we will follow up by including them = on the=20 list of items requiring further evaluation to = determine=20 the feasibility of restricting or banning their = use.=20
